15. Restriction of the movement of animals and materials, grant of licence for removal or transport

The Veterinary Surgeon or Inspector having jurisdiction over the notified area or any portion thereof shall cause a gist of such notification to be announced In the villages in such areas or portion as the case may be by suitable means of publicity. So long as such notification remains in force no person shall bring in the notified area, from any other area in the State or any part thereof or remove from the notified area to any other area in the State or any part thereof or transport from one place to another in the notified area, any animal alive or dead, or any product or part of any animal or any fodder, bedding or any other things of the nature described in Section 13 except under in accordance with the terms and conditions of a licence granted by the Inspector. Application for licence which shall be made in Form No. 11 shall be addressed to the Inspec tor having jurisdiction over the place from which the animal or product or part of any animal, or any Fodder, bedding or other things used in connection with the animal concerned is proposed to be brought, removed or transported. On receipt of the application Inspector shall inspect the animal or product or part of the animal or fooder. bedding or other things in respect of which the licence is applied for and if on such inspection he is satisfied that the animal, product or part of the animal or fodder, bedding or other thing is not infective he may grant a licence in respect of the same in Form No.III.

1. If the animal, product or part of the animal, fodder or other thing is in the opinion of the Inspector infective he shall refuse to grant a licence in respect of such .animal or product or part, of such ani mal or fodder or bedding or other thing. The decision of the Inspec tor that the animal or product or part of the animal, bedding or other thing in respect of which the licence is applied for is infective shall be final.
2. If any animal, product, or part of the animal, fodder, bedding or other thing is brought, removed or transported in contravention of this rule the same shall be liable to seizure and return to the place from which it was brought, removed or transported as the case may be at the expense of the owner or person in charge, in addition to the person bringing, removing or transporting such ani mal, product, part of the animal, fodder, bedding or other thing being liable to the penalty provided for the. breach of this rule.
