The Kerala Panchayat Raj (Fixing of Strength), Rules,1994 .

(1) These Rules may be called the Kerala Panchayat Raj (Fixing of Strength, Rules,, 1994.

(2) They shall come into force at once.

2. Definitions. — In these rules, unless the context otherwise requires, —

(a) 'Act' means the Kerala Panchayat Raj Act. 1994 (13 of 1994);

(b) "Population" means the population assessed at the last census the relevant details of which have been officially published

(c) "Section" means a section of the Act ;

(d) Words and expressions used but not defined in these rules, but defined in the Act shall have the meanings respectively assigned to them in the Act.

3. Strength of Panchayats.—A Panchayat. shall consist of such number of members as may be .notified under Section 6 by the Government or the officer authorised by the Government under Section 2 75, in accordance with the following scale,—

(a) in the case of a Village Panchayat having—

*[(i) territorial area with a population not exceeding **[twelve] thousand, eight members ;

(ii) territorial area with a population exceeding **[twenty] thousand eight members for the first **[twenty] thousand of the population and one additional member for every four thousand five hundred of the population in excess of ten thousand, subject to a maximum of fifteen members ; ]

(b) in the case of a Block Panchayat, having—

*[(i) territorial area with a population not exceeding one lakh and fifty thousand, **[twelve] members ;

(ii) territorial area with a population exceeding one lakh and fifty thousand, **[twenty] members for the first one lakh and fifty thousand of the population and one additional member for every twenty five thousand of the population in excess of one lakh and fifty thousand, subject to a maximum of twenty members ; ]

(c) In the case of a District Panchayat, having—

(i) territorial area with a population not exceeding ten lakhs, **[sixteen] members ;

(ii) territorial area with a population exceeding ten lakhs **[thirty] members for the first ten lakhs of the population and one additional member for every one lakh of the population in excess often lakhs, subject to a" maximum of *thirty members-

Explanatory Note

(This does not form part of the Notification, but is intended to indicate its general purport.)

Sub-section (4) of section 6 of the Kerala Panchayat Raj Act, 1994 (13 of 1994) empowers the Government to prescribe the procedure for fixing the strength of a Panchayat, This notification is intended to achieve this object
